Everything is connected well and working, but the arduino is rapidly banging updates of state of the transistors.

If there is no light it outputs a 1 hundreds of time a second. If there is light it outputs a 0 hundreds of time a second.

Is there any way to filter it out so that only a change in the state will pass a bang through?
