is this it padi mini your talking about? i dont know how a lot of developers would fair up in using, since its a different screen size, but will give you a small list.
lemur, hands down the best osc/midi. £30 well spent. and a more than helpful forum
touchosc, but getting any answer from hexler is like pulling teeth out of a rock which is gang banging a dinosaur.
c74, built for using with max. and i think by a cycling crew member [though may be wrong]

No, my new ipad is the “old” first ipad2 edition with 16Go for only 374 €, here in France.
(I know that in USA will be cheaper if is still exist this version! ja)
