bug or normal midi behaviour? NoteOn interrupts CC

If I am sending multiple CC values from a hardware controller (e.g. faders) and then I send a note on message (e.g. press a synth key) that is transmitted on the same channel, it severely interrupts the control data.

So basically I am moving the faders and then as soon as I hit the key the the CC values get all choppy until I stop hitting the keys.

Define choppy.

MIDI’s theoretical throughput (without using running status) is about
1ms per command. If you’re moving a controller then hit a handful of
notes, the controller is probably going to take a back seat to the
notes, and will be delayed by some number of ms, based on the amount
of note activity.

Each note sends two commands: a note on and a note off.
