Can MaxMSP convert a series of numbers from a .txt file and convert them to midi

I’m totally new to Max/msp and need to know if its the correct program for a art/music project that I’m working on. I’m collecting a series of data from a website that can be expressed as midi numbers to control parameters of a synth, however the output from the website is in either .txt format or xls sheet. I’m collecting data over time, so say 5 days data collection will produce 3 minutes audio. The question is can Max take in data in such a format (or is there another format that would work) and then be applied to controllers that manipulate functions such as volume, attack etc on a synth/sampler. I hope this is clear enough! Any help would be gratefully received. Thanks

Yes, this is perfectly possible.

Max can read txt-files (or any other plain text format) using the text object.
You can mangle the numbers however you like, format them with midiformat so they are midi note or cc-data and output them with the midiout object.
