This is a Max patch in text form, which is generally one of the easiest ways of sharing patches.

If you have Max 4.6, you can simply select all of the text in your internet browser, copy it, and then select "New from clipboard…" in the File menu. If you’re using an older version of Max then you’ll have to save it as a text file on your computer and then open it with Max.

That is the text version of a patch. That is how we in
the max community can speak to each other about our patches
and give a visual example by sharing this esoteric code.
You will soon be enlightened by the wisdom of the forum,
copy the text, open max, click on new form "new from
clipboard" to see the magick in action.
