Controlled Screen Tearing Question

So, a friend of mine and I have developed a way to purposefully create a screen tear effect based off of movement for pre-recorded material, an example of which can be found here: http://ericsouther.com/artwork/426268.html

However, now we are attempting to figure out where to start with doing this in Jitter for real time purposes. Is there anyone who has started this? Would it need special code, or could we work with variable messages to offset the video sync in a jit.window or jit.gl.render?

Just curious, I appreciate even a point in the right direction!

I've seen that recipe, and while its good, we're looking to play with actual video artifacts, not simulated ones. The only way to describe what we are doing is screen tearing, but really we're transcoding "bad" video into different formats and playing with refresh rates of pre-recorded material, and were wondering if someone knew how to control that process. Best example is of the video posted above. Thanks though!
