open the txt file. copy the hole thing and in MaxMSP go to File/copy from clipboard.

This is a typical, albeit super messy OSC patch, probably for touchOSC. You need that app, or the Lemur app to get it to work.

From what it says in the comments the toggles are supposed to gate the data. I don't like this patch at all...
