I need to individually control multiple banks of RGB LEDs changing color, brightness, and on/off for a permanent installation. There are 66 separate banks and they use a 12v power source. Does anyone know of an interface that will allow this with Max? I’d appreciate any ideas.

You want an arduino with a midi shield. not necessarily the “best” option, but most probably the best documented.

Best way is via dmx. there are different interfaces such as lanbox or enttecc dmx usb pro…. Have the banks dmx input? if not, you can use some dmx decoders. I made good experience with these devices: http://ltech.en.alibaba.com/product/450272277-210134678/LED_RGB_DMX512_24CH_Decoder.html
