In a future version of MaxMSP we shall change the operation of vst~ so that it adds Pluggo’s C74 folder to the standalone’s search path but for now you need to work around it. There are two ways you can do this.

-Figure out the path to Pluggo’s C74 folder and add it yourself to your standalone’s search path

or, perhaps easier,

Copy the entire Pluggo C74 folder into your standalone’s app bundle or folder.

Pluggo’s C74 folder can be found at

./Library/Application Support/C74 Plug-in Support on Mac

and

C:Program FilesCommon FilesC74 Plug-in Support on Windows.
