I am having problems assigning a CC pedal (0-127) to record and play. 127 being record and 0 being play.

Did you check the output of your pedal? I had pedals which would not
reliably put out the highest and/or lowest values.
You can check [ctlout]-[> 64]-[change]
the result 1 triggering record, 0 triggering play…
