Realtime Video controlling realtime sound parameters

I am experienced in Max/MSP, and am dabbling in Jitter in my latest project (an installation).

I want to be able to control sound parameters based on the stillness or lack thereof of the video (a qt.grab real-time image).

So, once the video reaches a particular level of stillness, the sound parameters will change. It could be as simple as a switch that turns on/off at a certain threshold.

Any help would be greatly appreciated!

has anybodu used onboard sound cards for his type of thing?
is latency a big issue? what latency should i expect between a cheap one and
a RME type of crad?
