what exactly does this mean [jit.op @op > @val 0.1]

Short answer:
Values in the input matrix that are greater than 0.1 (or 25 in a char matrix) will be set to 1 in the output matrix (or 255 if the input matrix is of type char). All other cells will be set to 0 in the output matrix.
