What type of sensor should I use in this scenario?

Basically, I need the patch to know how many people are in the room. The sensor would need to be able to accurately detect whether it is 0, 1, 2, 3, or more than 3 people in the room at a given time. I did attempt using a camera with face detection, but it was a bit sketchy.
Any ideas for other ways of determining the number of people in the room?

Microsoft Kinect has good user detection capabilities. In my setup, it takes a couple of seconds to detect when users enter and a couple more when they exit. But it’s quite reliable.
And you can control it inside Max via the great externals jit.openni (Mac) or dp.kinect (Win).

alternatively you can do blob tracking (not face detection) with a normal webcam.

Depends, how big is the room, distance between the floor and the roof is important too… But in typical conditions kinect and simple blob tracking should be the simplest solution. Good luck ;-)
