I would like to know if this is possible, I cant find any existing Max or native Ableton midi effects that achieve this..

I would like to be able to modulate a plugin's values based on the midi note that is triggering the instrument. I would like to be able to change the band frequency, filter cutoff ect. to the fundamental frequency (or higher harmonics) of the note being played. Any advice appreciated.

scale midi notes to whatever range you need and assign it to your parameter(s).

I guess you would need to enforce midi mono mode,

playing chords might flip that parameters too much arround.

you could also pick note from a chord using some criteria,

like lowest or highest pitch, highest velocity ? or even median of all notes in a chord ?
