I haven't seen a decoder of QRCode on this forum. So I have made a quick mxj decoder from the zxing library (3.2.1). I hope it will be usefull for you!

i have also suffered from this same problem that I could not download the QR Code decoder application, but I then took suggestion from 

 that solve out my problem and provided me with a download link that redirected me the download page and from there I easily downloaded the app.
