Windows 10 64-bit, Max 7 (Most recent update) both 32 and 64-bit.

I'm trying to load FM8 into a simple patch using the vst~ object. I am able to load the correct 32/64bit vst into the patch just fine and i can view FM8 and trigger note just fine.

The problem is when I try to use a sound in FM8 that implements the Arpeggiator, nothing will sound until i turn off the arpeggiator.

The arpeggiator in FM8 will sync to the transport of a VST host; without an internal 'clock', the arpeggiator won't run (and therefore prevents any notes from sounding as well).

Look into the transport object for some help. Or, you can open the "Global Transport" from the Extras menu and start it running; you'll find the arpeggiator now runs (in sync with the transport) and you are golden!
