Howdy. I have what seems to me to be a simple notion, using IncDec to control values on a dial-- the dial is for user interaction, while IncDec will eventually respond to monome button presses. However, the most basic part of this does not work-- I can INC the dial, but DEC does not, er, dec. Please take a look--

May be, I don't understand your question, but for me it's very simple.

It opened just fine for me (Max 7.2.3, Mac 10.11.5), but I did have to scroll over a ways to the right to see it.

Yep. D'oh. Trying to make things more complicated than they should be.
