The "roadmap" section (first page of the HTML docs, or first few pages of the PDF) include links to both the Dictionary API and the MSP64 Update instructions. At this point it should be taken as a work in progress that is subject to change, so don't get too comfortable :-).

will the new SDK ultimately allow 3rd party developers to access coll's functionality in a similar fashion as buffer~?

The SDK does not expose direct access to coll. It does, however, provide documentation of how to access dictionaries.
