UB : Texture quality issues with video plane and transform_reset 2

Hi I recall seeing something similar to this on the mailing list, but
I failed to find mention of it and the solution.
Im using transform_reset 2 on a videoplane and seeing issues wrt
    texture quality
    here is the patch
here is a screenshot. Its not an interlacing issue, its a rendering
problem - as the footage renders fine in a 'non gl' window vs a video
plane and gl context rendered window.

I recall something about setting a texture mode static to resolve the
issue, but I couldnt get the syntax right.
it might be a codec issue, as it seems some movies I have dont do it
    a movie compressed : Apple Photo - JPEG, 426 x 240, Millions @ 15fps
doesnt seem to do it, whereas
    a movie compressed : Apple Motion JPEG A, 320 x 240, Millions @ 15fps
    does.
I can host the movs if you need it.
    OS X 10.4.6 - 4.6b11 and Jitter 1.6
    Thanks -

Thanks for the report. I believe for the meantime, this can be solved
by sending the message "sendtexture mode static" we'll try to resolve
this problem in the next beta.
