Write to the authorization address. The people there (yes, real
people handle authorization) are generally helpful, although they may
suggest that you simply use the Runtime on the unauthorized machine
(I've done this in several installations and it's pretty painless).

It depends on your externals. Your developer will need to read DDZ's
documentation on porting to UB, which will take a couple of hours.
Then there may be some time lost on adapting code to the braindead
GCC compiler. Then... it depends on your external.
