bit of a weird one. midi note latch/hold/sustain?

i dont really know how to explain this but i'll do my best, and please excuse all my questions.

i am trying to build a midi effect in ableton, where the midi note is held or sustained even when i let go, then carried to a new note, legato i guess, so which ever note i play regardless of timing, the actual note on data remains constant even when i play a new note.

i figured using an adsr with the sustain up full might help, but the adsr~ is clearly only for a signal rather than note data.

maybe essentially what i mean is a sustain pedal that is permanently on, and the midi note data is monophonic. hope that makes sense.
