Can I change the default user library location?

I want to use a user library in a different location than where the default is located. I found the File Preferences window but it doesn't allow me to change the location. Any good reason why this is the case? Am I missing something?

which "default" location you guys are talking anyway? there are the "internals" (which include the vanilla content since around d v.6.x ) and that´s it. the rest can be put anywhere you like.

Options-> File Preferences-> User Library.
Defaults to ~/Documents/Max 8/Library.
Can't change it.
Creates Max 8 folder in Documents when there isn't one. I don't like that.

Nothing is forcing you to use this folder. Mine is empty from the beginning. Use your custom location and add it to the searchpath.
My older answer was about the Ableton Live User Library.

No one's forcing me to use it. But it's forcing itself into the folder. I can't remove it.

It's common that applications create a folder in your Documents folder for user data. That's a place where applications can be sure they have write permission in this folder and on multi user maschines, other user can't accidentally mess with your data. Imagine every app is choosing some random location on your disk. Max also saves your downloaded packages in documents/Max 8/Packages. That are just OS guidelines they are following.
