You did not provide info about system you are using,

1- include drawing of the cursor you want to use into system cursor list

and find way to select that cursor using scripting. or some other means.

2- hide original cursor and place for example panel

Control of mouse cursor is OS dependent.
You did not provide info about system you are using,
so I won't make any suggestions.
But one can try 2 options:
1- include drawing of the cursor you want to use into system cursor list
and find way to select that cursor using scripting. or some other means.
2- hide original cursor and place for example panel
in round form at mouse coordinates.
mousestate will output mouse coordinates,
check 3 modes of operation.
