for some reasons im trying to convert the 8-bit RGB(0-255) color from a colorpicker and get its corresponding floating-point color value in RGBA (0-1) /without alpha that will input a gl.mesh object. 

Colorpicker gives one or the other with compatibility 0/1. You can ask why not just use colorpicker @compatibiliy 0,
