If I'm converting a VHS tape to a DVD I'm assuming I should encode it with MPEG-1 because it's VHS quality. Is this correct, or does it degrade the already low resolution even further? Is there any benefit from encoding it with MPEG-2?

Everything on a dvd is basically Mpeg2, so just go with that and you will save some time and quality.
