does anybody know how to create this sound?
It's hard to tell from just an mp3, and I don't know if there is a specific or unique synthesis algorithm solely responsible for the texture and colour; that said, I think you're right that there are resonant filters creating that upper mid-range wash, and it also sounds like a very wet, layered reverb. I think identifying the 'untreated' core sample or pure-tone might be tricky, the treatment less so. Comb-filtering and AM synthesis are good starting points for the pseudo-choral/vocal colour that I can hear.
ps if there was an award for 'generating the most varied responses', this query would definitely be in the running

I think synchronous granulation of an audio file would be a good place to explore as it's brilliant for creating evolving textures.
I'm going to go with bandlimited noise + poly. lots and lots of poly.

reminds me of Bill Laswell's ambient stuff.
sounds a bit like granular mixed with effects. that my prognosis anyhow.
i say granular because you can here a start and end in the sound, moving around.
some kind of granular resynthesis, original source material
is slowed down, probably an organ or symphonic sample.
