check out the VPS 4 tutorial. there is a gaussian blur with luma key that I get some cool glows out of. gl.slab stuff. Its a great tutorial for alot of video subjects.

Yeah, I'm pretty sure the Glow filter in AE is just a gaussian blur with a lumakey that composites the clean image with the blurred one, with a lot of extra tweaky controls for color adjustment.
