In Max 7 prefrences window, "Interface" section, uncheck "Restore windows on launch".

Or, on a patch basis, in the patcher information window, check "Disable workspace".

Note there is no "max-startup" folder since Max7. I like to have a modified version of 'DSP CPU Monitor' opened at startup, but since Max7 it seems impossible without having "Restore windows on launch", which is really annoying.
