Michael Norris Spectral Shimmer effect recreation

I am reworking a patch for a live processing piece...for the premiere I used Michael Norris' "Spectral Shimmer" plugin from his SoundMagic Spectral suite with a [vst~] object. However since these plugins are AU only, I want a more portable solution as future performers may be using a PC...How would I go about recreating this type of effect using native objects or free 64-bit externals in Max?

From the documentation it seems like within an FFT there are random amplitude deviations applied to each bin which fluctuate periodically...tried this using my limited [pfft~] knowledge but it doesn't have that same "wetness" to it. Alternatively I was trying to do it using granulation with a nice and smooth window function but there were lots of pops as I kept loop-recording a buffer to granulate.
