Midi latency question

I want a very simple way to forward midi from one port to another with the lowest latency possible.

If I just have a midiin connected to a midiout, is there a way to prioritize latency and jitter?

Does the i/o vector size matter? does the audio interface matter? Do I need audio turned on?
