[solved] Miraweb 1.2.7 is dysfunctional with the latest Max 8.6.4 and Window 11

MiraWeb is not working anymore on a machine with the latest Max and Windows updates. (Windows 11 Home - version 23H2)
While there were some tricks like downgrading to version 1.2.5, for the machine in question this works no more:
Using the older MiraWeb versions (like 1.2.5) causes now a
Error 126 loading external mira_ws_server
error when max starts up, and subsequently outputs:
Error 126 loading external mira.status
Mira Initialized, package version: 1.2.2
While version 1.2.7. cannot resolve the network address and outputs
Windows cannot find 'http://none:-1/?port=-1'. Make sure you typed the name correctly, and then try again.
and the console shows
Max could not launch URL. err = 1223
On another two Windows machines (Current 11, and older 10), the downgrade trick still works.
But 1.2.7 is not working on any of the three windows machines I tried.
Unfortunately I was unable to figure out why this one machine sticks out, other than it used to work on it until today, when I made a complete reinstall of windows 11. :-/
These 2 objects have not been working for quite a long time now. So I just use mira.frame -> iPad
Rumor is that along side the current development of Max 9, Mira will get a massive update as well. (I think I just started that rumor! :)

I would welcome this very much. It is such a valuable tool.
Melody Chua (https://www.chua.ch/) helped me to find the solution for having version 1.2.5 working on the affected machine again:
It was missing an old dependency. It requires Visual C++ Redistributable Packages for Visual Studio 2013: https://www.microsoft.com/en-us/download/details.aspx?id=40784
