I am trying to figure out how to tigger a bang when the number object hits a certain number. For instance the number 3.

You want the 'select' or the 'route' object.

With the argument '3' both objects output a bang when their input receives the number 3. See help and reference for the objects for explanation and examples.

That is great thank you. I ended up using the match object as the number value I wanted it to trigger at ended up being 0.000. I have no idea if this is a weird way to fix it?

I will try it with select or route, to see which works better.

It does not matter if you use sel, route, match, split, == 

try any of them, connect number or flonum, and cross 0. using fast mouse movement.

None of them will produce a bang if you change the values fast enough.

or any other non mouse source, all of them will bang .

that is an important point and and a regulary occuring trap: GUI elements such as numberboxes do not neccesarily spit out all numbers, and many other gui objects not even the low or high end when you think you reached that.

so while you are on it trying out how to check for a certain number, also have a look at the helpfiles of ==, !=, >=, clip and change.

I am using a webcam to tigger sounds when people move and want a bang to be sent at 0.000 to turn the volume down, as this is the figure when people are still. 

I have not figured out how to turn the volume back up. It does not read the value 0.001, as it moves to fast past it.

if you try > 0. it will work properly, and output 0 or 1

I mean maybe you will get a lot of 0. - 0.001 crossings

so maybe you need a higher value than 0.001 for positive movement detection.

in that case you can try
> 0.005  or so.
