Trying to use polyphony to play all voices at all times

I'm trying to figure this out. Let's say I have 16x saw~. Normally when you use polyphony you have one saw playing on one note, another saw for another note...
...but what I want to do is have 16 saws playing at once with one note and with 2 notes being played, have 8 saws play one and 8 more play the other. When 3 notes are being played, then have 5, 5, 5 saws playing the 3 different notes.
I'm sure this could get REALLY complex to ensure correct note stealing and all of that, but at this point I don't need complexity, I just need something very rudimentary that gives me *some* kind of result that I'm looking for.
I don't mind doing this redundantly either... as in setting this up per voice.

that is simple math .. the trick is to realize it that you use "target" instead of auto voicing, then you can do all these things outside the poly~patcher.

Could you give me more information? One challenge I am having is that I don't know how to get a number that represents the number of notes being played at any given time.

If you run your notes through Borax, it will report the number of note playing,
