Can i output a floating number in delay~ ?

Hi,

I am inputting fractional samples to the right hand side of the delay~ object, I am unsure if it is outputting that floating number though?

It doesn't output that number to begin with. It outputs the input signal delayed by n samples, where n is the integer input of the second inlet of [delay~]. So the fractional portion is ignored.

Ah ok, i need it to be delayed by a fractional number of samples... ?

I did try the tapin and tapout with the line object but it gives loads of clicks, i attached a screen shot of what I was doing.

I'm not sure if I am doing it correctly?

You're gonna want to send a list to the [line~] object to avoid clicks. It is explained in the Max help under [tapin~] help: "Avoiding-clicks". Good luck!
