Permanent Max License Clarification
Would like a little clarification on how "permanent" is used in this context: if I buy a Max 8 permanent license (current price seems to be $399), does that imply that I'm covered for Max 9, 10, 11, etc. if/when they come out? Or is it only implying that I'm covered for all subsequent versions of Max 8 (8.1, 8.2, ... , 8.n)?

The license covers all minor versions of Max 8. For major versions (Max 9, 10) there are usually upgrade licenses for a reduced price.

So given that I purchased a permanent Max 7 license, going forward I should expect that the $150 for updating to Max 8 will be a “recurring charge“ for every major Max release (assuming I’ll want to stay current with releases).

the charge for updates depends on the version you already have and the date you bought it. so it is difficult to tell if and when there will be a difference between the max8 update and the max9 update for you: you have to guess. (and it would not make much sense to announce that date before)
