I have instances of a midi effect on several midi instrument tracks. How do I restrict the patch to only function on the selected track?

Not sure if this is exactly what you are asking, but you can use the LiveAPI to observe the currently selected track id. If it's the same as the id of a track containing your midi effect then you can enable your effect (or open a gate etc.). Otherwise keep them turned off.
