Using the peak values of an envelope follower as triggers?

hi everyone,

like the title says, I was wondering if there's an elegant way of using the peaks produced by an envelope (not necessarily a signal, could be a gesture) as triggers for a midi note.

I could, for example, imagine a smoothed envelope triggering a midi note each time the value increase changes to a decrease. how would I implement that?
