you're in luck! user "_mark" on the Lines forums came up with a max patch that does it, take a look here:

and here's the patch i suggested as the simplest version:

Edit: ah i see, from the equation on that link you provided, this might not be exactly 95% of the time at 0... still, you could start with this and instead of noise~, use your own noise-source, and in particular, put an [abs~] object after noise~(or whatever source you come up with) going into [>~] and then enter 0.95 as the argument to the '>~' object like so:

the rest would remain the same(no need for abs~ going into the delta~ part of the chain).
