On the File menu of Max Console or a patcher etc. select Show Package Manager. Package Manager is not the only place where patches have been shared. But it is the main one these days.

regarding the website a section of that type one day has been merged into "projects".

create something, write 3 lines about it under "projects", link to your website.

in other words: there has never been a forum section for this. and i think today max apps are simply too big to host them in a forum´s database.
