I think I am missing something really obvious, but I didn't encounter this problem before. Today I reinstalled Max (8.0.8) on a new PC and I am getting "Error while attempting to install [package name]" from Package Manager. This happens on every package.

Running WIN10 Pro. Tried installing Max in both default and custom locations, and running it with or without admin privileges - everything to no avail.

AFAIK there is no general issue with Package Downloads currently so working on your specific issue, setup and case might be necessary.
