Because when you load your patch, the filter is automatically set to 0 Hz, so it filters out the entire sound. You put 400. as the default frequency in onepole~, but line~ is still outputting, and it defaults to 0, so that overrides it. When I send the second inlet a message of "target 0, 220", then it works just fine.
