How to have two audio output devices on Windows?

I was searching for a way to have two audio output devices, where both will be throwing different data(songs) to USB and HDMI ports, but I have Windows, and I didn't find anything related to this with a Windows computer, only with OS.
I'm turning crazy, because I have only found OS solutions, but I need a Windows solution. If there is no solution, please tell me that, to test other softwares.

one of the two solutions can be to send audio with virtual drivers to another app and run the second D/A there. it might have latency and it will only work with 2 different interface drivers.
